I never do declines in my routine because I hear they have no benefit to the chest. Is this true?

I mean, nearly any decline movement that you do for the chest will help it grow. That's just foolish to think it wouldn't. You are still stressing your chest. The decline movement has a much less range of motion so you are able to overload your chest with more weight but not necessarily hitting the full chest. However, I think doing incline movements, rather than decline, really helps to bring out your chest the best and add some mass. Stick with flat and incline as the primary basis of your chest routine and do declines here and there just to shock your muscles.
